WEST VIRGINIA TO GAIN MARYLAND JOBS: The Washington Post yesterday reported that the federal government plans to move 450 Treasury Department jobs out of Maryland to neighboring West Virginia. The rationale for the "consolidation" is that it would help the agency more efficiently use its facilities (excerpt below):
WASHINGTON POST: The federal government is relocating 450 Treasury Department jobs from Hyattsville to Parkersburg, West Virginia as part of a move to consolidate operations....

According to the General Services Administration, which manages federal real estate, the move will help Treasury meet a directive from President Obama for agencies to more efficiently use their facilities....

After hearing the news from Treasury officials, U.S. Rep. Donna Edwards (D-Md.) issued a press release Wednesday expressing disappointment and suggesting that workers receive help finding new jobs....

Senators Barbara Mikulski and Ben Cardin, as well as Representatives Steny Hoyer, Chris Van Hollen and Elijah E. Cummings, all Democrats, attached statements to Edwards? also condemned the move.


MASSACHUSETTS TRIES TO RETAIN JOBS MOVING TO MARYLAND: But Senator Barbara Mikulski proposed a similar consolidation of 200 fisheries management jobs from Massachusetts to Maryland, and that plan is seemingly facing a great deal more resistance. Either the Federal government believes in efficiency through geographic consolidation of its workforce or it doesn't. See excerpts from The Gloucester Times below:

Opposition to the move locally was based on the economic impact of having more than 200 of NOAA?s mostly highly paid employees working and living in and near the city....

New mobile computing degree offered - Webster Journal Online

After almost a year of developing the curriculum and years of discussion, this fall the George Herbert Walker School of Business & Technology will offer an undergraduate degree program in mobile computing. Webster University will be the first school in the St. Louis area to offer this kind of program.
?Some schools offer this as a single course, like a programming course for graduate students. This is the first time this has been offered as a major,? Xiaoyuan (Sue) Suo, assistant professor in the math and computer science department, said.
The mobile computing degree focuses on the design and implementation of applications, or apps, for Apple and Android mobile devices. In addition to the five new courses in mobile computing, the program offers two courses in Java. These courses haven?t been offered since 2006.
The program was created in response to an increasing demand in the field of mobile application development.
Technology research company, Gartner, released a report in July. The report said, worldwide application development is expected to become a $9 billion industry this year; a 1.8 percent increase over 2011. By 2015, Gartner expects the number of mobile applications developed to outnumber personal computer applications by a ratio of 4-1.
Associate Professor Martha Smith, who developed the mobile computing curriculum, said the degree used many of the same courses offered in the computer science department. A degree in mobile computing requires 48 core credit hours. A degree in computer science requires only 36.
?The way the program is structured, if a student is currently enrolled in one of our other undergraduate majors?computer science, information systems or information management?they can easily switch to this and not lose credit hours,? Smith said.
Jason Lawson, a senior mobile computing and computer science major, said he chose the program because of its practicality.
?It?s great because you have computer science on one end? and then you have mobile computing? which is really exploding right now,? said Lawson. ?It?s a much more robust program.?
Lawson also said he?s excited he won?t have to teach himself the skills required to create mobile applications like his predecessors.
Smith said the department is already looking at ways to expand the mobile computing program.? A certificate may be offered in the future for non-majors, or graduates who wish to keep their programming skills up-to-date. Local companies have also expressed interest in starting an internship program once more students are further along in the program.
St. Louis-based Coolfire Solutions, which specializes in creating military and intelligence apps, is one of the companies working with the school on the internship program. President Tim Cox said the program would benefit both the student and employer.
?We?ll bring in somebody for the full internship, and if they show improvement and growth over their time here, we?re going to walk them through their remaining courses,? Cox said. ?The internships are very much a stepping stone to a full time job as a mobile developer.?
The first and only required course offered this semester, introduction to mobile technology, currently has 14 students enrolled. Suo will be teaching all five mobile computing courses. She is happy with the program thus far.
?In the first week the Java class opened, it was full? I think the numbers are good,? said Suo.
Starting next semester, Webster will offer both mobile computing 1 and mobile computing 2.? Smith said students enrolled in these courses will have the option to borrow Android and Apple mobile devices to work with. Smith also said Dean Benjamin Akande is currently working to get the program funds for necessary hardware.
?Our goal is to actually get a mobile lab on campus somewhere, that?s used specifically for this program,? Smith said.

Captors free Kuwaiti hostage in Lebanon: KUNA

BEIRUT (Reuters) - A Kuwaiti national was freed by his kidnappers in Lebanon on Monday, state-run news agency KUNA said, and the man said he had been accused by his captors of funding the Syrian uprising.

Issam al-Houti was abducted in Lebanon's Bekaa region on Saturday. KUNA had originally reported that his wife was also kidnapped but Lebanon said only Houti had been seized.

The kidnapping took place days after more than 20 Syrians and Turks were seized by a separate Lebanese group which is trying to negotiate the release of a relative inside Syria.

"The kidnappers accused me of funding the Syrian revolution," Kuwaiti newspaper al-Rai quoted Houti as saying after his release. He also said he had been severely beaten.

Saudi Arabia, Qatar and other Gulf states advised their citizens last week to leave Lebanon because of signs violence was spreading there from neighbouring Syria, which is locked in a 17-month revolt.

Parts of Lebanon's Bekaa Valley have been beyond government control for years. A number of people have been kidnapped for ransom by criminal gangs there.

Electronic cigarettes do not damage the heart, study suggests

ScienceDaily (Aug. 25, 2012) ? Smoking is the most preventable risk factor for cardiac and lung disease and is expected to cause 1 billion deaths during the 21st century. Electronic cigarettes have been marketed in recent years as a safer habit for smokers, with several millions of people already using them worldwide.

Electronic cigarettes simulate the effect of smoking by producing an inhaled vapor. The device consists of a battery, a cartridge containing liquid and a heating element which gets warm and evaporates the liquid. Laboratory analyses of the liquids show that they are less toxic than regular cigarettes. Most studies have found no nitrosamines, but even in studies where nitrosamines were found, the levels detected were 500-1400 times less than the amount present in one tobacco cigarette. This means that electronic cigarettes must be used daily for 4-12 months to get the amount of nitrosamines present in a single tobacco cigarette.

Since heart disease is the main cause of morbidity and mortality in smokers, with 40% of deaths in smokers due to coronary artery disease alone, the research team decided to perform the first clinical study of the acute effects of electronic cigarettes on cardiac function. They decided to compare their results with the acute effects of regular cigarettes on cardiac function since electronic cigarettes are marketed to smokers only, as an alternative habit.

Previous studies from the research group and several others have shown that acute smoking inhalation produces significant defects in myocardial function. This indicates that subclinical dysfunction is already present in apparently healthy asymptomatic young people who smoke tobacco cigarettes. The goal was to evaluate whether these signs of preclinical disease appear in a similar population after using electronic cigarettes.

The researchers measured myocardial function in 20 healthy young daily smokers aged 25-45 years before and after smoking one tobacco cigarette and 22 daily electronic cigarette users of similar age before and after using the device for 7 minutes.

Experienced users of electronic cigarettes were studied because they use the device more intensively than first-time users. Although both groups were of equal age, users of electronic cigarettes had a 44% higher lifetime tobacco smoking exposure compared to current smokers.

For the electronic cigarettes, a commercially available liquid with a nicotine concentration of 11mg/ml was used (NOBACCO USA Mix). This was tested by an independent toxicology laboratory and found to contain no nitrosamines or polycyclic aromatic hydrocarbons.

Myocardial function was examined using cardiac ultrasound (echocardiography) and hemodynamic measurements (blood pressure and heart rate).

The researchers found that smoking one tobacco cigarette led to significant acute myocardial dysfunction but electronic cigarettes had no acute adverse effects on cardiac function. Smoking a tobacco cigarette had important hemodynamic consequences, with significant increases in systolic and diastolic blood pressure and in heart rate. In contrast, electronic cigarettes produced only a slight elevation in diastolic blood pressure. Dr Farsalinos said: "This is an indication that although nicotine was present in the liquid used (11mg/ml), it is absorbed at a lower rate compared to regular cigarette smoking."

The echocardiography examination focused on the function of the left ventricle, the part of the heart that receives oxygenated blood from the lungs (filling or diastolic phase) and then delivers the blood to the whole body (pumping or systolic phase). The investigators found significant defects in the diastolic phase of left ventricular function after smoking one cigarette, with four echocardiographic parameters indicating worsening function. In contrast, none of the echocardiographic parameters showed any significant worsening in subjects after using the electronic cigarette. "Diastolic dysfunction is very important because it is usually the first defect that is detected before any clinically-evident cardiac disease develops," said Dr Farsalinos.

He added: "It is too early to say whether the electronic cigarette is a revolution in tobacco harm reduction but the potential is there. It is the only available product that deals with both the chemical (nicotine delivery) and psychological (inhaling and exhaling 'smoke', holding it, etc) addiction to smoking, laboratory analyses indicate that it is significantly less toxic and our study has shown no significant defects in cardiac function after acute use."

Dr Farsalinos continued: "More clinical studies need to be done before suggesting that this is a revolutionary product. However, considering the extreme hazards associated with cigarette smoking, currently available data suggest that electronic cigarettes are far less harmful and substituting tobacco with electronic cigarettes may be beneficial to health."

Phillies Grind Out Nail Biter Against Washington

Yes, the Nats have a gigantic lead on the Phillies in the standings. Yes, as usual one of the teams in this inter-divisional matchup will be playing in October while another one wallows in the basement, and this year the shoe is on the other foot. Yes, the Phillies? season has become a glorified audition for 2013.?But, for one sweet night, behind the right arm of Kyle Kendrick, it felt like better days. It was throwback night at CBP tonight, 2007-2011 edition. And, just like in those better times, the Phillies found themselves on top, this time winning, 4-2. The pitching was superb and the offense did enough. It?s a formula that became quite familiar over the last couple seasons.

BUSINESS AS USUAL FOR CY KENDRICK

- Ladies and gentleman, you have a new ace, and his name is Kyle Kendrick.?Alright, maybe that?s a bit extreme. But! Coming into tonight?s game, Kendrick had a fifteen inning scoreless streak. Tonight he kept on rolling, running the scoreless streak to twenty-one straight innings, before losing it in the seventh. Lately, he has been pitching like a bona fide ace.

- Tonight?s start was nothing to turn your nose up to. It came against a first-place Nats team that has scored the third most runs in the NL since the All Star break. And while he did allow a two-run home run to the final hitter of the evening, it came on his 115th and final pitch of the outing. It was disappointing that he couldn?t finish off the seventh, but that shouldn?t discount the six scoreless innings he threw to get to that point. Frankly, with a better bullpen, I suspect Manuel would?ve gone to a reliever after Kendrick walked Kurt Suzuki in the at-bat before he allowed the home run. Also, bear in mind those were the first runs KK allowed in his last three starts.

- Kendrick?s final line: 6.2 IP, 3 H, 2 R, 2 ER, ?2 BB, 3 K. I think everyone would take that from Kendrick every time out.

-?Behind only Cole Hamels, Kendrick has been the Phillies? best pitcher over the last couple of weeks. The coaching staff attributes this to KK?s heavier reliance on his changeup, which has become one of his main pitches during his last few starts. He?d once again turn to that pitch tonight, and the results remained positive. He may be on to something here.

THE OFFENSE GETS IT DONE

- The offense did just enough to get the W tonight. They made Edwin Jackson work, and forced him out of the game after six innings. They probably could?ve scored more off Jackson, but it?s tough to complain when you win. Chase Utley drove in one in the first with a double, and Jimmy Rollins drove in two more in the fourth.

- They?d tack on an insurance run in the eighth when Utley walked, promptly stole second, and was driven in by a Ryan Howard single.

THE BULLPEN FINDS A WAY

- At this point, you know how dreadful the eighth inning has been. I can barely watch whenever the Phillies turn to Antonio Bastardo to navigate what has been the most treacherous series of outs all season. Tonight, they did just that. Mix in the top of the Nats lineup, and the stomachs of the entire Phillies fanbase collectively turned. But Manuel channeled his inner-Tony La Russa, opting to play the matchups instead of leaving Bastardo in for the entire frame. Maybe he should?ve stuck with Bastardo?who got Harper rather easily?because trouble started as soon as he lifted him for Josh Lindblom.

- A walk, a pitching change for Raul Valdes, a single, and the Phils were in a one-out jam, nursing a one-run lead. Valdes recorded a strikeout, and Manuel once again went to his ?pen. This time, it was B.J. Rosenberg out of the door, in what would be a pivotal at-bat for Jayson Werth. Another struck out and, by some act of God perhaps, the threat was neutralized. Long sighs of relief abound.

GAME NOTES

-The Phils continue their series against the Nats tomorrow with Roy Halladay on the bump against Gio Gonzalez.

Obama's team seeks to counter GOP message

WASHINGTON (AP) ? Democrats want to cause a stir ? or at least stay in the conversation ? while the spotlight is on Republicans next week at the GOP convention in Tampa, Florida.

President Barack Obama and his campaign are seeking to counter Mitt Romney's message and try head off any dramatic climb for the Republican challenger in post-convention polls.

Obama and Vice President Joe Biden will campaign in four battleground states. And Obama's campaign will hold events around the country aimed at women voters. The campaign also plans an economic-themed bus tour through Ohio, Pennsylvania and Wisconsin with party activists.

In Tampa, Democrats plan daily events with party officials and middle-class Americans to counter the Republican ticket. The activity will lead into the Democratic National Convention in Charlotte, N.C., beginning Sept. 4.

Bring It: A Call for Candidates to Debate Science Policy

Scientists and concerned citizens ask the 2012 presidential candidates and leaders in Congress to discuss science and technology

Innovation, economic growth and climate change are just a few of the challenges and opportunities that face the U.S. They are also firmly linked to science. For example, research findings provide a basis for understanding how to respond to climate change, and technological progress fuels economic growth. Science is a vital to many government policies, and thus Scientific American has joined a swelling chorus of voices and partnered with ScienceDebate.org, a grassroots organization. We call for the two main presidential candidates?President Barack Obama and former Gov. Mitt Romney to address science and technology policy during the 2012 campaign.

ScienceDebate.org sent 14 questions to the presidential candidates in late July and awaits their responses. In addition, we've posed eight of the 14 questions to influential members of Congress, chosen because they lead their parties or congressional committees in charge of science and technology-related policy.

The Scientific American editors will publish and grade the presidential candidates' responses in the magazine's November issue. Congress's replies will be available online, where readers are welcome to challenge our grade and offer their own thoughts.

WAC won't be a football conference beyond 2012

ENGLEWOOD, Colo. (AP) ? The commissioner of the Western Athletic Conference said Monday that it has become apparent the league won't have enough football members to compete after this season, and his focus now is on trying to keep the conference together for other sports.

The 50-year-old WAC would be the first Division I conference to give up on football since the Southwest Conference dissolved in 1995, and it might go the way of the SWC, too, and cease to exist altogether.

"It doesn't mean we've given up on the idea of football for the future, but it's apparent we don't have enough members in 2013 to play football," Jeff Hurd told The Associated Press.

That means New Mexico State would have to join Idaho and play as an FBS independent next year. The WAC's five other football members ? Louisiana Tech, San Jose State, Texas State, Utah State and Texas-San Antonio ? leave the league after this year.

San Jose State and Utah State are joining the Mountain West. Louisiana Tech and Texas-San Antonio will join Conference USA, and Texas State will go to the Sun Belt in 2013.

So, the WAC would have to add six FBS programs to continue playing football.

"The bottom line is those numbers are not out there," Hurd said. "So, my goal is to add enough schools to maintain the conference in all other sports, but football would not be one of them."

The league must still add two or three members to maintain its Division I status as a non-football league, and there is no guarantees that will happen.

"Right now, our goal is to keep our league viable in '13-'14 as a non-football playing conference," Hurd said.

The Denver Post first reported the story.

The WAC has been around for half a century but found itself irrelevant in the rapidly changing landscape of conference realignment. It has recently lost Boise State, Nevada, Fresno State and Hawaii while adding Denver and Seattle as non-football playing members.

The league was formed in 1962 with six schools ? Arizona, Arizona State, BYU, New Mexico, Utah and Wyoming ? that jumped ship long ago. Colorado State and Texas-El Paso were also long-time members that left, leaving the league with a hodgepodge of smaller schools.

The high mark of the WAC's football existence was BYU's national title in 1984 under coach LaVell Edwards. Cougars quarterback Ty Detmer won the league's only Heisman Trophy winner six years later, and Boise State had two unbeaten seasons (2006, '09) in its nine-year stint as the league's heavyweight.

Indiana public schools wage unusual ad campaign

SOUTH BEND, Ind. (AP) ? Struggling Indiana public school districts are buying billboard space, airing radio ads and even sending principals door-to-door in an unusual marketing campaign aimed at persuading parents not to move their children to private schools as the nation's largest voucher program doubles in size.

The promotional efforts are an attempt to prevent the kind of student exodus that administrators have long feared might result from allowing students to attend private school using public money. If a large number of families abandon local districts, millions of dollars could be drained from the state's public education system.

"If we don't tell people the great things that are happening in our schools, no one else will, especially not now," said Renee Albright, a teacher in Fort Wayne. "There are private enterprises that stand to benefit if they can portray us as failed schools."

The Indiana voucher program, passed by the Legislature in 2011, is the biggest test yet of an idea sought for years by conservative Republicans, who say it offers families more choices and gives public schools greater incentive to improve.

But school officials worry about the potential loss of thousands of students, especially those from the middle class, and the state money that comes with them.

Unlike voucher programs in other states that are limited to poor families and failing school districts, the Indiana subsidies are open to a much broader range of people, including parents with a household income up to nearly $64,000 for a family of four. The median income for an Indiana family of four was just over $67,000 in 2010, making many of the state's nearly 1 million public school students eligible for vouchers.

Last year, the effect of the new vouchers was limited because the law passed just four months before the start of school, and many parents were still unfamiliar with the program. But this year, more than 8,000 students have already applied for vouchers, and there is room for up to 15,000. The number of participants could grow even more next year, when the ceiling on the number of vouchers is eliminated.

Leaders of poor urban schools, which suffered the most defections last year, are especially worried. A district loses $5,300 to $8,400 for each student who leaves.

After 113 of its students departed for private schools last year, the Evansville Vanderburgh district spent $5,700 to erect two billboards and place ads at bus stops to tout the district's theme of "Bringing Learning to Life."

In Fort Wayne, public schools lost 392 students to vouchers last year, the most in the state. That cost the district more than $2.6 million in state aid and led officials to cut 10 art, music and physical education teaching positions at elementary schools.

Principals have gone door to door in neighborhoods to make their case for the city's public schools, touting improved test scores and a 90 percent graduation rate. The district has spent $32,000 on a marketing campaign titled "Their stories. Your school. Get back to school at FWCS."

A radio ad features South Side High School salutatorian Will Coursen-Carr, a National Honor Society member and pitcher who led the Archers to a 20-8 record and their first sectional title. He plans to attend Indiana University and become a teacher.

"Fort Wayne Community Schools is full of stories like Will's," the ad says.

Albright, who teaches ethics, philosophy, psychology and history at South Side, wishes the advertising weren't necessary.

"We're fighting a fight we shouldn't have to," she said. But she understands the competitive climate schools face.

Oscar Dowdell-Underwood Jr., headmaster of Cornerstone Christian College Preparatory Day and High School in Fort Wayne, isn't sympathetic. He said the voucher program forces public schools to realize that every student matters.

His school added 94 voucher students last year, the second most in the state, which helped boost enrollment from 26 students in 2010-2011 to 129. This fall, Cornerstone will have an overall enrollment of 158, including 115 voucher students.

Dowdell-Underwood said he's "glad public education is finally getting it."

"It's too bad they have to spend money on an advertising campaign in order to get the word out to kids and to parents," he said.

No one knows yet whether the marketing is paying off. Indiana schools won't count students until mid-September.

The state's largest district, in Indianapolis, serves some of Indiana's most disadvantaged students and has long struggled with low test scores. It lost 356 students to vouchers last year, and others to public charter schools.

School staff members have gone to the homes of students who switched to private schools last year or who dropped out and asked them to come back. The district is touting its magnet schools, teaching methods that include Montessori and Reggio and a performing arts and visual arts school.

Ramon Batts, director of an alternative program at Arsenal Technical High School in Indianapolis, estimates 10 percent to 20 percent of the voucher parents he has talked to showed an interest in returning to public school.

Philip and Cheresa Covington haven't been swayed. They pulled their seventh-grader out of public school because his language-immersion program promised more than it delivered. The Indianapolis schools are underfunded and understaffed, Cheresa Covington said, and the teachers "horribly, horribly overworked."

This year, their son will use a voucher worth $4,500 at a small private school in downtown Indianapolis called the Todd Academy. Annual tuition is $9,850.

Other parents, though, are willing to stay put.

Mikila Cook took her now 13-year-old daughter, Bailey, out of Fort Wayne schools three years ago to attend a charter school, thinking she would be in a smaller class and get more attention. After five weeks, she found her daughter was in a bigger classroom. So she moved her back to public school.

Cook won't be seeking any private school vouchers for her kids.

"I wouldn't take them out of Fort Wayne Community Schools for any reason at this point," Cook said. "I feel very confident in their ability to educate my children."

UK denies right-to-die legal challenge

LONDON (AP) ? Britain's High Court on Thursday rejected an attempt by a man who has locked-in syndrome to overturn the country's euthanasia law by refusing to legally allow doctors to end his life.

Tony Nicklinson had a stroke in 2005 that left him unable to speak or move below his neck. He requires constant care and communicates mostly by blinking, although his mind has remained unaffected and his condition is not terminal.

In January, the 58-year-old asked the High Court to declare that any doctor who kills him with his consent will not be charged with murder.

The High Court ruled that challenges from Nicklinson and another man named only as Martin to allow others to help them die without being prosecuted were a matter for Parliament to decide.

Nicklinson said he was "devastated and heartbroken" and planned to appeal the decision.

"I am saddened that the law wants to condemn me to a life of increasing indignity and misery," he said in a statement.

Martin, 47, also has locked-in syndrome and asked for the court to allow professionals to help him die either by withholding food and water or by helping him go to a clinic in Switzerland to die. His wife said she respects his wishes, but does not want to help kill him.

Locked-in syndrome is a rare neurological disorder where patients are completely paralyzed, and only able to blink. Patients are conscious and don't have any intellectual problems, but they are unable to speak or move.

The judges wrote that they were both "tragic cases," but said to allow euthanasia as a possible defense to murder "would usurp the proper role of Parliament."

Nicklinson had argued that British law violated his right to "private and family life" as guaranteed by the European Convention on Human Rights, on the grounds that being able to choose how to die is a matter of personal autonomy. He has previously described his life as "a living nightmare."

Legal experts weren't surprised by the ruling.

"This is a really slippery case," said Richard Huxtable, deputy director of the Ethics in Medicine department at Bristol University. "Although the courts have been willing to look at guidance around assisted suicide, this is about as far as they have been willing to go.

"The feeling seems to be that only Parliament could give adequate thought to what sort of law should be in place and the safeguards required."

In Europe, only Belgium, Luxembourg and the Netherlands allow euthanasia. Switzerland allows assisted suicide and is the only country that helps foreigners die at a clinic near Zurich.

"It's very clear courts are unwilling to make the radical shift in our understanding of murder by allowing euthanasia," said Arthur Caplan, director of medical ethics at New York University's Langone Medical Center.

"But they did leave a small door open for prosecutorial discretion," he said, pointing out the judges acknowledged that the decision to prosecute people who helped others to die were not always straightforward.

Britain's top prosecutor has previously said that people who help loved ones commit suicide won't necessarily be charged with murder.

Caplan said the British cases were a major departure from past euthanasia debates because neither man is terminally ill.

"Most of the cases which triggered legislation in the past were about dying people and their quality of life," he said. "We will see more of these discussions as people live longer and we decide what to do about those who are severely impaired."

Nicklinson said he hoped the courts would grant him another hearing later this year. Experts said he could take his case to the Supreme Court or to the European Court of Human Rights in Strasbourg.
